Be a Pre-qualified Supplier

The ReCover Initiative (ReCover) is inviting prospective proponents to respond to a Request for Supplier Qualifications (RFSQ) to qualify for eligibility to provide consulting services for the design and development of deep retrofits in Atlantic Canada. 

Proponents that are approved in the prequalification screening process will be added to ReCover’s Prequalified Supplier roster that will pre-qualify suppliers for subsequent bid calls regarding deep retrofit projects.

About

The Prequalified Supplier roster will be used by ReCover to invite successful proponents to respond to subsequent Request for Quotations (RFQs) or Request for Proposals (RFPs) for the provision of deep retrofit consulting services. The Prequalified Supplier roster will be shared with ReCover’s clients and/or partners and will be made publicly available via ReCover’s website. Successful Proponents may receive invitations to provide deep retrofit consulting services from ReCover, ReCover’s clients and partners, or from the public.

The Prequalified Supplier roster is intended to streamline the awarding of contracts for deep retrofit consulting services. ReCover is committed to supporting local economies and to developing capacity for deep retrofits across the Atlantic provinces. As such, contracts may not be exclusively awarded to Prequalified Suppliers.

RFQs and RFPs will be issued at various times during the term. The purpose of each RFQ or RFP will be to invite Prequalified Suppliers to submit proposals to undertake certain design activities for specified deliverables on buildings located in Atlantic Canada. Prequalified Suppliers are not obligated to respond to RFQs and RFPs.

Three Year Term

The Prequalified Supplier roster will have an initial term of three (3) years, commencing upon the Submission Deadline, and may be extended, at ReCover’s discretion, for a period of up to two (2) years. There are no limitations on the number of Prequalified Suppliers placed on the roster.

ReCover may, from time to time, issue subsequent Requests for Supplier Qualifications for the deep retrofit consulting services Prequalified Supplier roster.

Registration 

Proponents are required to notify ReCover of their intent to submit a Response by emailing programs@recoverinitiative.ca. Registered proponents may ask questions, receive addenda, and submit their Response to ReCover. 

Submissions 

Submissions are to be shared as a single PDF format to programs@recoverinitiative.ca on or before October 26, 2025, 11:59 pm AST. The Respondent is responsible for ensuring that all submitted documents are not defective, corrupted or blank, and can be opened and viewed by ReCover.  

A Respondent may amend or withdraw their response at any time prior to the Submission Deadline.
