BUILDING TRANSFORMATION PROGRAM
Save energy. Reduce Operating Costs. Meet Sustainability Goals
THE RECOVER INITIATIVE DEEP RETROFIT ACCELERATOR
The ReCover Initiative Deep Retrofit Accelerator is funded by Natural Resources Canada. It aims to educate building owners about deep retrofits and provide guidance for planning and execution to help them maximize the benefits including reducing operational costs and greenhouse gas (GHG) emissions.
WHAT IS A DEEP RETROFIT?
A deep retrofit is a holistic approach to building upgrades to optimize energy performance and carbon emissions.
It involves upgrades to multiple building systems, saving 50% or more in energy consumption and/or up to 80-100% in GHG emissions.
Types of retrofits:
■ Electrification of fossil fuel systems
■ Heating, cooling, and ventilation system upgrades
■ Lighting system and lighting controls upgrades
■ Renewable energy systems installation (e.g., solar panels)
■ Increasing insulation, upgrading windows, and envelope improvements

ABOUT THE BUILDING TRANSFORMATION PROGRAM
The ReCover Building Transformation Program (BTP) augments the capacity of building owners to identify, optimize, and implement deep retrofits to save energy, reduce operating costs, and meet sustainability goals.
By participating in the program, building owners can access comprehensive support to modernize their facilities, navigate the deep retrofit process, create a clear deep retrofit path, and identify and apply for financing options.
The BTP is ideal for buildings built before 2000, particularly those that have not had significant efficiency upgrades or retrofits in recent years, or use fuel oil, natural gas, or inefficient electric sources for heating and cooling.
Targeted Building Types
■ 4+ storey Multi-Unit Residential Buildings (MURBs)
apartments, condos, townhouses, and affordable housing
■ Commercial Buildings
office buildings, community centres, schools, and long term care facilities
■ Institutional Buildings
large public buildings such as universities, schools, and museums
THE VALUE YOU GET
As a participating building owner, you will receive:
Detailed needs analysis and decision framework capturing owner and building goals
Financial contribution towards energy audits and feasibility studies
Clear implementation plan that addresses energy use and aligns retrofit opportunities with owner requirements
Dedicated point of contact to help navigate rebate and incentive programs
Tailored resource package outlining available financial incentives
YOUR COMMITMENT
Building owners will:
■ Share historical energy usage data and provide access to your building
■ Participate in regular check-in meetings with ReCover and consultant teams
■ Implement deep retrofits using the resources ReCover identifies for you
PROGRAM PATHWAY
IS YOUR BUILDING ELIGIBLE?
Answer these questions to determine your building's eligibility for the Program.
Was your building built before 2000?
Is your building a commercial building, an institutional building, or a 4+ storey multi-unit residential building?
Does your building use fossil fuel energy such as oil, propane, or natural gas?
Is your building in need of significant upgrades, such as HVAC, lighting, insulation, or building envelope upgrades?
Does your building have health or comfort concerns such as mold or temperature swings?
Is your building typically in use for at least 35 hours a week?
Do you need help navigating the deep retrofit process?
Are you committed to improving energy efficiency, reducing GHG emissions, or increasing building resiliency?
The more "Yes" answers obtained, the stronger your building’s eligibility for the program. Pay careful attention to questions related to building age, building type, energy sources, and retrofit needs, as these are key factors in determining suitability.
